OV-1 High-Level Operational Concept Graphic

image
Example: Passenger Identification OV-1

The graphic drawn as an unstructured picture simply depicts that a common form of identification will be used for the passenger at multiple locations (see Figure 3.5-2). This is a significant improvement from the current situation, where each location is performing its own passenger identification—with mixed results!

Because of the free form of expression, the architect has the freedom to choose the focus of the OV-1. In geographic military operations, for example, the backdrop of the OV-1 may be the terrain inside the theater. In phased activities, the OV-1 may have a lifecycle “arrow” depicting the phases and their sequence with markings for specific activities and players. Because of the creative freedom it offers, the OV-1 is therefore really a picture, not a model.
