DOT shaping PUMPs

An appropriate PUMP process within the DOT shaping stage of the lifecycle will always pay dividends, considering design, operations and termination strategy decisions jointly, even if the project does not proceed to an E&D shaping stage. If DOT and E&D shaping stages use a comparable PUMP methodology, integration of DOT PUMP analysis with E&D PUMP analysis is easier and more effective. This section explains how the E&D shaping PUMP can be adapted to provide a basic framework for the preceding DOT shaping PUMPs.

A key concern here is linking design issues and components to performance objectives or benefits of the project in a structured way. The criteria–plan relationship structures may not be as familiar or as straightforward as those that need attention in the E&D shaping stage, but even science-based projects, like research or research and development projects, can benefit from formalization of these links. Formally integrating consideration of the ‘where–who–why–what’ component-based design plans with operations plans and operations resource plans is an obvious step to take, provided organizational arrangements that may prevent it can be set aside.
