In a crisis, managers have long political and emotional agendas that stop progress. These agendas are about denial of the problem and spreading the blame for the problem. Any amount of rational argument is doomed to failure. In a crisis, managers get very creative and eloquent in putting forward rational arguments to deny the problem and spread the blame. You may not be convinced, but they will be. People need to `get the shits out' before they can start dealing with reality. It is a painful process for everyone.
