204 Enterprise Project Governance by the original development footprint of hydroelectric facilities owned by the provincial company BC Hydro in the Canadian portion of the Columbia Ba- sin. These footprint impacts included historical effects on fish and wildlife that occurred as a result of reservoir creation, watercourse diversions, and the con- struction of dam structures. Viewed as one of the largest successful lake resto- ration programs in the world, it rebuilds the food web in the respective water bodies impacted by upstream dams that trap nutrients. The program is a joint initiative of the government of British Columbia (Ministry of Environment), the federal government (Fisheries and Oceans-- DFO), and BC Hydro. Since its formation, it has identified, funded, and de- livered over 700 conservation and enhancement projects and has invested Can$60 million. 1, 2 Funding applications go through a review and decision- making process to determine which projects will be blessed with funding. The program operates on a governance model, which is analyzed here using the EPG governance framework presented in Chapter 2.
