The PCAST Report

The President’s Council of Advisers on Science and Technology (PCAST) released a report in December 2010 that was critical of the HIE approaches that were available at the time (the Direct Project was not available when the report came out). PCAST argued that HIE should be enabled by simplified health information standards based on XML.

Generally, the health IT community regarded the PCAST recommendations as naive. Proponents of IHE-based HIE argued that PCAST was simplistic and nonstandard relative to IHE. IHE specifically accounts for the tremendous complexities of healthcare workflows in order to deliver a comprehensive solution to HIE.

Those in favor of the simplicity found in the Direct protocol found PCAST to be heavyweight like IHE, without being as well thought-out.
