Liferay Portal is a great platform for social web sites. Not only does it integrate nicely with other social sites such as Facebook, but it also provides a comprehensive API that lets you build your own social web site. This API provides everything you need to manage different types of social relationships, query for those relationships, allow sharing of information between users who have relationships, and more.
