The Federal Building at Foley Square in New York City is a forty-story bronze and glass tower personifying the U.S. government. It was built and is operated and maintained by the General Services Administration (GSA).

You are the building manager (BM), with the comparable status of a ship’s captain. You arrive at your office one morning and your computer greets you with this e-mail message over the signature of the “GSA Coordinator of Buildings”:
Report to this office within three weeks on the economic feasibility of operating a chicken farm on the roof of the Federal Building in NYC.
Unhinged, you request to be relieved of the assignment because you know nothing about chicken farming. GSA responds immediately:
