KML is an XML grammar and file format and follows general rules for XML. Specifically:
Case is significant. Each element name must be spelled exactly as shown in this reference section, and with the same capitalization used here.
Order is significant. The order of elements within a complex element must reflect the order shown in this reference.
Child elements can belong only to the allowed parent elements, as listed in the syntax section for each complex element. (The Contains and Contained By sections for each element list additional allowed parent/child relationships.)
