Up to now, backups of iPhone and iPad were always saved or created locally on a computer when the device was connected, iTunes was started, and both were synced with one another. You can still carry out this process, or you can store the backups in iCloud.
Basically, the files and settings of the individual apps are saved, such as the documents of Pages or Keynote. But the apps themselves are not saved! Purchased music or videos are not saved in iCloud either, but your own photos or videos that you took yourself will be.
If you think about it for a moment, this concept is very sensible. First, there is only a limited amount of space on iCloud, and second, transferring hundreds of music and film titles would take a very long time.
