You could think of fills and strokes as the basic utilitarian features for styling objects. Effects, on the other hand, are the razzle-dazzle features that alter the look of objects. Unlike fills that are limited to just the inside of objects, and strokes that are limited to just the outside, effects in Macromedia Fireworks can change the look of either the inside or the outside of objects—or both.
For instance, you can add a bevel effect to the inside or the outside of an object to give the appearance of dimensionality. A shadow effect added to the outside of an object makes the object appear to float above its background. However, a shadow effect added inside an object will make it look as if it is punching a hole in the background.
Effects can also be used to enhance the appearance of scanned images. These effects may be just a subtle sharpening of the image's details or dramatic changes in color, brightness, and tones.
Effects allow you to give added flourishes to your Fireworks objects and scanned images.
