Safari Books Online is a digital library providing on-demand subscription access to thousands of learning resources.
You can dim the Glowing Edges filter by blending it with the original layer and by adding a layer on top that has had the Torn Edges filter applied.
ORIGINAL IMAGE
1. Duplicate the Background layer twice by dragging it down to the Create a new layer icon at the bottom of the Layers palette.
2. Select each new layer in turn and go to Filter > Convert for Smart Filters.
3. Select the middle Layer, go to Filter > Stylize > Glowing Edges, and apply the settings shown above left.

4. With the layer still selected, change the blending mode to Divide and Opacity to 75%.
5. Select the top layer and go to Filter > Sketch > Torn Edges and apply the settings shown above right. For this image, Foreground and Background Colors were selected from within the image.
