If you can create files, you can install modules. “But, but, but . . .” you say. No, if you can create files, you can install modules. You can even install perl itself (Item 110) without special privileges. That’s not to say that you aren’t limited by some sort of restrictive social situation, but that’s not a problem that technology can solve.

Perl modules aren’t anything special. They are just files, and you can tell Perl where to find your modules. You just need to know how to get them there.
