When economic times get tough, the entire country feels more like a small town. The national economy is going through similar changes to what small town economies have gone through in the last 100 years.

Small towns are no stranger to disaster or economic distress. What makes small towns worth looking at is how the people in small towns plan for disasters and how they pull together to get through them. Small towns survive difficult economic times by planning for zero: years when the harvest is zero, months when business income is zero, and times when economic growth is zero. Rural regions turn disasters into opportunities, or have at least learned to prepare for them and take a long-term perspective.
