The Missing Link

To complete the foundation for our new structure we need to create one new organization: project management. To create this new function we will combine pieces of several already existing functions. From contracts we’ll take that portion of the effort that pertains to defining and controlling scope. We will leave those aspects of the effort that pertain to the legalities of contracting. From finance we will take those things that pertain to budgeting and cost control at the team/project/program level and leave those things that relate to overhead, taxes, payroll, and financial accounting in general. From planning we will take all aspects of planning at the team/project/program level and leave those things that pertain to planning at the strategic level. From operations (procurement) we will take subcontract management.

Finally, from all functional organizations we will take those people who aspire to a career in project management. This is in addition to all of the people who perform the tasks listed earlier. If an engineer (planner, buyer, cost analyst) is selected for, and agrees to accept, an assignment as a team leader, he would be transferred (hard line) to the project management organization. From that point forward his performance would be measured on how well he performed the function of project manager (at whatever level) and not on his original technical specialty.
