Since we are focusing more on the “What to do” of EIM programs, our phases and activities will be broken down into a specific presentation format in the following chapters.

Locator—Each phase will be shown in reference to where it typically occurs in the overall approach. Think of it as the “you are here” arrow on the train station map. The activities will be shown as optional, mandatory, or conditional within the phase. The conditions affecting execution of an activity are mentioned within the approach narrative. Remember although the phases and activities appear at a certain position on the flow of EIM program effort, this is not a waterfall-type process. All of the phases are connected by living documents. Once EIM is up and running, the EIM team should consult and select whatever activities are required to accomplish modifications or expansion of the program.
