I read this on the back of reading Jeffrey Zeldman's 'Designing with Web Standards' and I must say it is a well-judged companion piece.
If you're looking for 'one manual to rule them all' this isn't it, but it covers the most important principles well and gives you pointers to other sources that you can look to for a more in-depth treatment of particular topics.
