Top-Level Items Are Compiled If Required
As mentioned in the earlier section on compilation order, top-level resource items are compiled before other ASP.NET items. It is at this point in the lifecycle that the top-level resource items are compiled if they haven’t already been compiled or if there has been a change in a top-level item.
